The stall you mention was selling good-luck "fortunes." Japanese stalls of this kind try to keep a balance--they know everybody won't have good luck, so they put a few BAD ones in there. Everyone hopes to avoid those. I've often thought that many Japanese have superstition in the place where most other people would have religion.
